Експертиза культурно-мистецьких проектів: поняття та основні підходи

Abstract

У статті актуалізовано питання визначення сутності поняття «експертиза культурно-мистецьких проектів». Зокрема розглядається історія виникнення експертизи мистецьких проектів, а також розглядаються різні системи експертних висновків. Постулюється, що експертна оцінка грантової заявки (також відома як рецензування грантових аплікацій) – це процес оцінювання фаховими експертами ідеї та спроможності її реалізації заявником. Фактично експертна оцінка є способом чи процесом, який допомагає представити громадськості найоб’єктивнішу правду. Звертається увага, що саме експертне оцінювання може давати висновок про наявність інновацій, експериментальність чи концептуальність того чи іншого артистичного об’єкту чи проєкту, а саме експертне оцінювання є певною логічною альтернативою маркетинговому оцінюванню в сфері культури, мистецтв та креативних індустрій. Щоправда використання схеми експертиз культурно-мистецьких проектів є просуванням точок зору, теорій або підходів, які відповідають власним уподобанням експерта, і які необхідно розглядати, як використання експертного розсуду для сприяння розвитку галузі/сфери та виконання експертом мандату з експертизи культурно-мистецького проекту. Визначено п’ять основних підходів які використовуються при проведенні експертизи культурно-мистецьких проектів: універсалізм, систематичний скептицизм, комуналізм, етичний нейтралітет, безкорисливість. Визначено базові позицій оцінювання проектів (якість, продуктивність, порівняння) та основні критерії їх експертизи: 1) критерій загального аналізу проекту та команди (аналіз команди проекту, аналіз самої проектної заявки, аналіз проектного середовища); 2) критерій зовнішніх атрибутів (якісні показники проекту); 3) критерій відповідності очікуванням або стандартам; 4) критерій значимості. Також визначено критерії вимог до самих експертів: 1) розуміння відмінностей проектів в залежності від культурно-мистецького напрямку та сектору культури; 2) наявність професійного досвіду саме в цьому напрямку мистецтва чи сфері культури; 3) відсутність упередженості до ідей, бачень чи практик інших груп митців.

The article addresses the issue of defining the concept of «expert evaluation of cultural and artistic projects,» highlighting its growing relevance in contemporary arts management. The study traces the historical development of project expertise in the arts sector and analyzes various models of expert assessment systems. It is posited that expert evaluation of grant applications – also referred to as peer review – is a process through which qualified professionals assess both the artistic concept and the applicant’s capacity to implement it successfully. Expert evaluation is presented as a mechanism designed to deliver the most objective and well-founded judgments to the public. The article underscores that such evaluation can identify elements of innovation, experimentation, or conceptual depth within artistic projects. Moreover, expert assessment is positioned as a meaningful alternative to market-based evaluation approaches in the fields of culture, the arts, and the creative industries. However, the study also emphasizes that expert evaluation inherently involves the endorsement of specific theoretical frameworks, perspectives, or aesthetic preferences that reflect the personal judgment of the evaluator. As such, expert opinion should be understood as an exercise in professional discretion that contributes to the development of the sector and fulfills the mandate assigned to experts in the evaluation of cultural and artistic projects. The article identifies five foundational principles guiding expert evaluation in this context: universalism, systematic skepticism, communalism, ethical neutrality, and disinterestedness. These principles reflect the norms of scientific inquiry adapted to the cultural and artistic domain. Furthermore, the article outlines the core dimensions and criteria used in project evaluation: 1) General analysis of the project and its team – including an assessment of team qualifications, the coherence and feasibility of the project proposal, and the surrounding cultural environment; 2) Evaluation of external attributes – encompassing qualitative indicators of project design and execution; 3) Compliance with standards or expectations – focusing on alignment with institutional, disciplinary, or funding criteria; 4) Criterion of significance – measuring the artistic, cultural, or societal impact of the project. In addition, the article outlines the essential qualifications required of expert evaluators: 1) An in-depth understanding of the diversity of projects across different cultural-artistic fields and sectors; 2) Demonstrated professional experience in the specific artistic discipline or cultural domain under review; 3) An absence of bias toward alternative artistic visions, approaches, or communities. By systematizing these evaluation approaches and criteria, the article contributes to a more transparent and theoretically grounded understanding of expertise in cultural and artistic project management.
