Інституційне забезпечення розвитку потенціалу закладів вищої освіти

Abstract

У статті здійснено комплексне дослідження інституційного забезпечення розвитку потенціалу закладів вищої освіти в умовах воєнних викликів та трансформації державної освітньої політики. Визначено, що науковці трактують потенціал ЗВО на основі ресурсного підходу, тобто здатність ефективно використовувати наявні ресурси для досягнення стратегічних цілей, адаптації до зовнішніх викликів та забезпечення сталого розвитку. Обґрунтовано, що потенціал ЗВО доцільно розглядати як багатовимірну системну категорію, яка охоплює кадрову, освітню, наукову, фінансово-економічну, інноваційну та управлінську складові та формується під впливом як внутрішніх ресурсів, так і зовнішнього інституційного середовища. Доведено, що система інституційного забезпечення розвитку потенціалу ЗВО має багаторівневу структуру та включає нормотворчий, регуляторно-виконавчий, контрольно-оцінювальний, ресурсний, операційний і партнерський рівні. Обґрунтовано, що ефективність розвитку потенціалу ЗВО безпосередньо залежить від рівня інституційної спроможності системи вищої освіти, що виявляється у внутрішній та зовнішній комплементарності інституцій та узгодженості їх функцій. Визначено місію, візію, цінності та цілі системного розвитку потенціалу, що є необхідним інституційним елементом підвищення ефективності діяльності закладів вищої освіти, нарощенню та реалізації конкурентних переваг й забезпечує інтеграцію у національний та європейський освітній простір.

The article presents a comprehensive study of the institutional support for the development of the potential of higher education institutions under conditions of wartime challenges and the transformation of state educational policy. It is determined that scholars interpret the potential of higher education institutions through a resource-based approach, that is, as the ability to effectively use available resources to achieve strategic goals, adapt to external challenges, and ensure sustainable development. It is substantiated that the potential of a higher education institution should be considered as a multidimensional systemic category encompassing human resources, educational, research, financial and economic, innovative, and managerial components, and formed under the influence of both internal resources and the external institutional environment. It is proved that the system of institutional support for the development of higher education institutions’ potential has a multi-level structure and includes regulatory and rule-making, executive and regulatory, control and evaluation, resource, operational, and partnership levels. It is argued that the effectiveness of potential development directly depends on the level of institutional capacity of the higher education system, manifested in the internal and external complementarity of institutions and the coherence of their functions. The mission, vision, values, and goals of systemic potential development have been defined as a necessary institutional element for enhancing the efficiency of higher education institutions, strengthening and realizing their competitive advantages, and ensuring integration into the national and European educational space. It is generalized that under the conditions of a full-scale war, the institutional support for the development of higher education institutions’ potential should be aimed at increasing adaptability, diversifying funding sources, advancing digital transformation of management, strengthening international integration, and developing partnership mechanisms of interaction with employers and civil society.
