Залучення ювенальної поліції до закладу освіти для протидії булінгу

Abstract

Актуальність теми статті зумовлена спостереженням збільшення випадків булінгу в загальноосвітніх навчальних закладах. Така ситуація зумовлена низкою факторів, серед яких основними є дискримінація серед дітей та їх агресивність. Суб’єкти, які здійснюють запобігання явищу булінгу, представлені на різних рівнях, що ускладнює визначення їх точної кількості, адже кожен окремий випадок може залучати додаткових суб’єктів запобігання щодо цього процесу. Всі ці суб’єкти перебувають у постійній взаємодії, яка може відбуватися як у вертикальній, так і в горизонтальній площинах. Дослідники визначають значну кількість підходів до класифікації суб’єктів запобігання булінгу. При цьому окремі аспекти взаємовідносин між ними регулюються нормативно-правовими актами, тоді як інші базуються на загальноприйнятих моральних принципах. Ефективність координації їх діяльності залежить від багатьох умов, серед яких ключовим слід вважати чітке нормативне закріплення їхніх повноважень. Одним із ключових суб’єктів у запобіганні булінгу виступає Національна поліція України разом із її територіальними органами. Відповідно до статті 1 Закону України «Про Національну поліцію» від 02 липня 2015 року № 580-VIII, Національна поліція є центральним органом виконавчої влади, який забезпечує охорону прав і свобод людини, протидію злочинності, а також підтримує публічну безпеку і громадський порядок. У системі суб'єктів, відповідальних за запобігання булінгу, органи Національної поліції виконують роль, що передбачає реагування на подібні випадки, збору матеріалів та визначення ознак адміністративного правопорушення. До того ж, територіальні підрозділи Національної поліції займаються профілактичною діяльністю, спрямованою на недопущення булінгу в освітньому середовищі. Особливості булінгу (цькування) в закладах освіти досить добре вивчені, проте науковці й надалі працюють над розкриттям окремих аспектів цієї проблеми. Зважаючи на реалії війни в Україні, слід відзначити, що профілактика булінгу у контексті активних бойових дій вимагає глибшого аналізу, незважаючи на наявність певних досліджень з цієї тематики, їх кількість поки що залишається обмеженою.

The relevance of the topic is due to the observation of an increase in cases of bullying in educational institutions. This situation is due to a number of factors, the main of which are discrimination among children and their aggressiveness. Subjects that prevent the phenomenon of bullying are represented at different levels, which makes it difficult to determine their exact number, because each individual case may involve additional prevention subjects in this process. All these subjects are in constant interaction, which can occur both in the vertical and horizontal planes. Researchers identify a significant number of approaches to the classification of subjects of bullying prevention. At the same time, individual aspects of the relationship between them are regulated by regulatory legal acts, while others are based on generally accepted moral principles. The effectiveness of the coordination of their activities depends on many conditions, among which the key one should be a clear regulatory consolidation of their powers. One of the key actors in the prevention of bullying is the National Police of Ukraine together with its territorial bodies. According to Article 1 of the Law of Ukraine “On the National Police” dated July 2, 2015 No. 580-VIII, the National Police is the central executive body that ensures the protection of human rights and freedoms, combating crime, and maintaining public safety and public order. In the system of actors responsible for the prevention of bullying, the National Police bodies perform a role that involves responding to such cases, collecting materials and identifying signs of an administrative offense. In addition, territorial units of the National Police are engaged in preventive activities aimed at preventing bullying in the educational environment. Yes, the features of bullying in educational institutions are quite well studied, but scientists continue to work on revealing certain aspects of this problem. Given the realities of the war in Ukraine, it should be noted that the prevention of bullying in the context of active hostilities requires a deeper analysis, despite the existence of certain studies on this topic, their number remains limited.
